Project Controls Analyst

Provides detailed analysis and reporting on medium to high rigor project or program status within an established system of project controls. Acting as an integral member of the project controls team, assumes primary responsibility for analysis, developing, and reporting associated with one or more project controls job duties, such as project baseline, work package agreements, cost control, cost estimation, earned value management (EVM), projections, variance analysis, change control, configuration management, risk management, or technical project reviews. Using knowledge and experience in project controls, supports the technical project management team and the project controls specialist in project management activities.

Primary Job Duties

  • Provides detailed analysis and reporting of project status within an established system of project controls.
  • Teams with technical staff and project leads and managers to make recommendations to influence key decision makers within the scope of project controls.
  • Researches, assembles, and evaluates project information or data and recommends sound, practical solutions to project related issues.
  • Analyzes, compiles, and presents project specific data from a variety of sources to meet on-demand needs.
  • Analyzes, prepares, validates, and maintains cost estimates, detailed baseline budgets, work package agreements, change requests, and monthly cost variance reports.
  • Provides information management, access controls management, configuration management, program integration and communications, and risk management.
  • Assists with customer interactions, including arranging and documenting periodic reviews and tracking project management deliverables and presenting project management status to external or internal customers.
  • Facilitates internal team communications and meetings.

Knowledge, Skills & Abilities

  • Knowledge of or experience with project management best practices and principles.
  • Knowledge of or experience with project controls practices and principles, including work breakdown structure development, duration management, schedule logic and dependencies, critical path analysis, change control, Earned Value Management Systems (EVMS), status reporting, and what-if analysis.
  • Knowledge of project management tools, such as MS Project, Primavera, EVM tools, and CET.
  • Knowledge of the technical aspects of assigned projects.
  • Ability to interface with staff and management at all levels.
  • Demonstrated outstanding verbal and written communication skills.
  • Demonstrated knowledge and understanding of customers' business operations and the ability to anticipate, understand, and react to customer needs.


  • A Masters in Business Administration or Bachelors in Business Administration with equivalent experience.
  • Demonstrated success providing project controls support to multiple mission areas and projects of the type and scale described above.
  • Outstanding written and verbal communication skills including development and delivery of presentations, proposals, and reports.
  • Demonstrated ability to develop creative solutions to a variety of complex problems in an ambiguous environment.
  • Strong quantitative/mathematical foundation to support the financial and analytical requirements of the position.
  • The ability to work with and task all levels of management.
  • The ability to provide program/project management leadership.
  • The ability to effectively facilitate high-level meetings.
  • Working knowledge of state-of-the-art business tools and applicable software applications such as Primavera.
  • Coursework or training in project management, finance, quantitative analysis, and statistics.
  • An aptitude for business and the desire and ability to understand Sandia's business systems, processes, and tools.
  • The ability to obtain a DOE Security Clearance.


  • Experience working with NNSA customers.
  • Expertise in Primavera or MS Project.
  • Working knowledge of the Sandia Business Systems.
  • Technical background in a relevant field.
  • Project Management Professional (PMP) certification.
  • Broad business experience in multiple disciplines.
